What bracket does this card best belong in?
Pick the lowest bracket where this card starts to make sense. A card that's fine even in the most casual, low-power decks belongs at Bracket 1. A card that needs a more built, higher-powered deck to be worth it -- or that WotC's rules simply don't allow below a certain bracket, like Game Changers -- belongs at whatever bracket it first becomes reasonable. Pick "Any" if the card is flexible enough that it doesn't push a deck toward a higher bracket at all.
How powerful do you find this commander if built "as intended"?
1 = pretty weak, 5 = cEDH viable. Imagine the commander built to actually maximize its own strategy, not a jokey or purely thematic build.
